How is this different from a fuel load or race fuel calculator?

This tool measures a rate, how much fuel is burned per lap or per unit of distance, from data you already have. A fuel load calculator instead projects total fuel needed for an upcoming race using an assumed rate. Use this tool first to find the real rate, then use that number in a load calculator.

What if I only know total distance, not laps?

Switch the distance mode to "By Distance" and enter the total kilometers or miles covered instead of lap count and lap length. The per-lap rate will not be shown since no lap count was given.

Can I use this for gallons instead of liters?

Yes. Select US gallons as the fuel unit and all rates, including the fuel economy figure, will be expressed in gallons.

Why does fuel per lap look different from fuel per kilometer?

Fuel per lap depends on the length of that specific lap, while fuel per kilometer is a normalized rate. A long lap will use more fuel per lap than a short lap even at the identical per-kilometer rate.

Does this account for fuel used under safety car or formation laps?

No, it only divides the fuel you entered by the distance or laps you entered. For an accurate rate, use fuel and distance figures from green-flag racing conditions only.
