Does the first row become the header row in Excel?

Yes, by default the first row is treated as column headers and will appear bold in the Excel sheet. You can uncheck this option if your data has no header row.

What Excel format is produced?

SheetJS handles RFC 4180-compliant quoted CSV fields correctly, so commas inside double-quoted fields are treated as part of the value, not as delimiters.
