How to convert a true HEIC file
On iPhone / iPad
Settings → Camera → Formats → switch to Most Compatible. New shots will be saved as JPEG and open directly in this tool.
On Mac
Open the HEIC in Preview → File → Export → choose JPEG or PNG → upload that file here to get a GIF.
On Windows
Install HEIF Image Extensions (free, Microsoft Store) → open in Photos → File → Save a copy as JPEG → upload here.
