Unit relationships: 1 g/L = 1,000 mg/L exactly. Mass-based 1 PPM = 1 mg/kg. Only at density 1.000 kg/L are PPM and mg/L numerically equal.
Physical limitation: Density varies with temperature and composition. For brines, oils, syrups, solvents, or concentrated solutions, use a measured or authoritative reference density instead of assuming 1.000 kg/L.
