No. HTML underline only works in web pages. Unicode underline works in any Unicode-capable text field.

Can I underline and bold text at the same time?

Yes. Convert to bold Unicode first, then apply underline combining characters on top.

Does the underline shift depending on the font?

Slightly. Different fonts place the combining underline at slightly different positions below the baseline.
