What is the difference between filled and outline bubble text?

Filled bubbles use solid black circles with white letters; outline bubbles use circle borders with colored letters inside.

Why do some letters not have bubble versions?

Unicode covers A-Z and a-z fully. Accented or non-Latin characters may not have circled equivalents.
